Overview:
The Chief Financial Officer (CFO) is a key member of the executive leadership team, responsible for overseeing all financial operations of the Federally Qualified Health Center (FQHC) and partnering closely with the Chief Executive Officer (CEO) on strategic financial initiatives. The CFO ensures the organization's fiscal integrity, regulatory compliance, and long-term financial sustainability in support of its mission to provide accessible, high-quality healthcare services to the CNMI community.
This role provides strategic leadership in financial management, budgeting, financial planning and analysis, forecasting, grants administration, procurement, and revenue cycle optimization. The CFO develops and implements financial strategies that align with organizational goals, federal requirements, and industry best practices while supporting operational excellence and organizational growth.
As a highly visible and engaged leader, the CFO is expected to maintain a strong organizational presence and actively participate in cross-functional initiatives aimed at strengthening financial performance, improving operational efficiency, and advancing the overall financial health of the organization.
Key Responsibilities
Financial Leadership & Strategy
- Develop and implement financial strategies to ensure sustainability and growth of the organization.
- Advise the CEO, Board of Directors, and leadership team on financial performance, risks, and opportunities.
- Lead long-term financial planning, including capital projects and expansion initiatives.
Fiscal Management
- Oversee accounting, payroll, accounts payable/receivable, and general ledger functions.
- Ensure compliance with all federal, CNMI, and FQHC-specific regulations, including HRSA, and U.S. Department of Health and Human Services requirements.
- Prepare accurate and timely financial statements, reports, and dashboards for internal and external stakeholders.
Budgeting & Grants Administration
- Lead the annual budgeting process, ensuring alignment with strategic priorities.
- Manage federal grants, contracts, and funding streams, ensuring compliance with Uniform Guidance (2 CFR 200) and other applicable regulations.
- Monitor program expenditures and provide financial oversight for grant-funded initiatives.
Procurement
- Provide overall leadership and oversight of the organization's procurement and purchasing functions.
- Ensure procurement activities comply with federal, state, local, grant, and organizational requirements.
- Develop and maintain procurement policies, procedures, and internal controls.
- Oversee vendor selection, contract negotiations, and purchasing practices to ensure best value and quality.
- Review and approve significant purchases and contracts in accordance with established authority levels.
- Monitor procurement activities to ensure fiscal responsibility, cost-effectiveness, and efficient use of resources.
- Ensure proper documentation and audit readiness for all procurement activities.
- Collaborate with department leaders to align purchasing decisions with organizational needs and budgets.
- Identify opportunities to improve procurement processes and achieve cost savings.
- Provide guidance and oversight to staff responsible for procurement activities.
Audit Monitoring
- Oversees the annual independent financial audit, ensuring full compliance with HRSA, Uniform Guidance (2 CFR 200), and federal grant requirements.
- Review and ensure all financial statements, schedules, and supporting documentation required by external auditors.
- Coordinates audit timelines and communication between auditors, finance staff, leadership, and the Board of Directors.
- Ensures accuracy of general ledger, grant accounting, and internal controls, addressing discrepancies prior to audit fieldwork.
- Responds to auditor inquiries and provides clarifications, documentation, and corrective actions as needed.
- Reviews the draft audit report, management letter, and findings, and develops corrective action plans for any identified issues.
- Presents audit results to the CEO and Board, including financial performance, compliance status, and recommendations.
- Implements and monitors post-audit improvements to strengthen financial controls, reporting accuracy, and grant compliance.
Revenue Cycle & Compliance
- Oversee billing, collections, and reimbursement processes to maximize revenue while maintaining compliance with Medicaid, Medicare, and private insurance requirements.
- Ensure adherence to FQHC cost reporting standards and maintain compliance with audits and financial reviews.
- Implement internal controls to safeguard assets and prevent fraud.
Board and Governance Reporting
- Prepare monthly financial reports and dashboards for the CEO and Board of Directors, including but not limited to balance sheets, income statements, cash flow projections, and budget variance analyses.
- Provide financial guidance to the Board Finance Committee and contribute to the Board’s fiduciary responsibilities.
Leadership & Team Development
- Supervise and mentor finance staff, fostering a culture of accountability and professional growth.
- Collaborate with clinical, operational, and administrative leaders to integrate financial considerations into organizational decision-making.
- Serve as staff liaison to the Finance Committee of the Board of Directors.
